Proposal For new increase in the Hackney Carriage Table of Fares, in the Borough of Great Yarmouth. As presented to the GYBC.

On behalf of the:

Great Yarmouth Borough Taxi Association.

Representing ALL Taxi Drivers & Owners & Private Hire drivers in the Borough.

My name is Roy G Symonds; I have been involved with Taxis in GY almost all of my life; the first vehicle I drove after passing my test at age 17 was a London Taxi FX4. I have been involved with many Taxi Companies in town. I ran Orion Taxis and managed over 25 vehicles for over ten years. I have also worked in other positions including Insurance advisor. Moreover I obtained a Degree in Law and Writing & Publishing. I have been involved with advising the Taxi Associations in the past. And I was a founder member of the present Great Yarmouth Borough Taxi Association, actually naming it. I have legally represented Drivers in Civil Court; Magistrates Court; at Licensing Committee meetings, in Greyfriars and in Full Council. Over the last few years I have been involved with others in determining and negotiating New Taxi Rates with the GYBC. I put forward the increase of the Extras Rate changing it from £0.10p to £0.20p; it had been £0.10p (2 Shillings) for over 40 years. I first had the idea for a Sunday Rate and this was successfully agreed at the time. I put forward a price for the Soiling Charge as this was allowed already in Norwich. May I please herewith put forward another proposal to update our charges in 2022?

What we wish to put forward is simple and fair to all concerned. It is hoped it reflects what is needed to give Taxi Drivers a fair return on their work and allow an increase that is fair and acceptable to both the Public and the GYBC. Particularly members of the Public who cannot walk far but only need to travel around half a mile.

I hope it can be seen that this proposal will potentially give a higher rise in income than any of the other proposals but also be fair to the riding public.

ALL the rates have not really changed that much, considering it has been over NINE years since the last increase. During this time many of our expenses have risen exponentially, such as fuel costs, and some insurance fees have doubled. A moderate increase in the start rate is what is sought after most; this would cater for the more elderly or disabled single passenger having to make a small journey. Having a start rate of say £5.00 would unduly burden the less able who wanted to travel, with shopping, only half a mile.

Increases in ancillary charges have also been increased as this spreads the cost more evenly to ALL passengers. The single older passenger will not be affected for that small journey they have to take, through circumstances not of their control.

We see no reason why these new calibrations cannot be programmed into our meters by the Meter Companies, and I have had it confirmed that this can be done.

LUGGAGE EXTRAS

OLD

Luggage or each article outside of the vehicle is presently charged as an EXTRA charge of £0.20 per item.

NEW

This should be worded as, each bag or article of luggage carried by the vehicle; a charge of £0.30 can be applied.

The old wording has not really applied since about circa 1905. This £0.10 increase is fair as the amount is relative to the number of passengers also carried, and thus the cost is spread out among all passengers. My experience is that Drivers are generally fair in the number of EXTRAS they apply.

Persons Carried

OLD

For each person in excess of  1 (Children under 3 not counted)  £0.20 Extra.

NEW

For each person in excess of 1 (Children 5 or under not counted)  £0.30 Extra.

This seems fair as in ALL forms of charging for all other forms of transport everywhere is charged per person. It is only Taxis that do not charge for each passenger. In Airplanes, Trains, Buses, Boats and Trams all passengers are charged individually. These new augmentations keep the present system, but it spreads any increase between ALL the passengers.

SOILING CHARGES

OLD

For cleaning following the soiling of the interior of the vehicle a charge not exceeding £75.00 will be made.

NEW

Following the soiling of the interior of this vehicle, a Legal Charge not exceeding £100.00 will be made.

If you have ever had someone be ill inside your car even £100.00 will not compensate you sufficiently.

For the charge of outside of the vehicle, this should be increased to £30.00.

WAITING TIMES

 NEW

Waiting Times have been increased to reflect inflation and our member’s time and the cost of the newer top quality vehicles the GYBC looks for in its taxi fleet. If we travel from A to B without any waiting, as often happens, this charge will not matter.

Errors and Omissions Excepted

Thank You.
